This commit breaks compiling ruby with VC 2010 (and I'm sure all other versions).

RBCONFIG changed from:

./.rbconfig.time

To:

.rbconfig.time

Which then results in this nmake error:

./../common.mk(517) : fatal error U1086: inference rule cannot have dependents
Stop.

Changing line 393 in win32/Makefile.sub to this:

RBCONFIG = ./.rbconfig.time

Fixes the issue.
