test/mkmf/base.rb は RbConfig::CONFIG['cppflags'] と CONFIG['cppflags'] が
nil ではないことを前提に書かれており、これらが nil の場合に NoMethodError で止まります。

開発環境は Visual Studio 2008 Express Edition です。

添付のパッチを当てれば治ります。
