Bug #15480: Update Kernel#system docs

While working on Ruby Changelog, I noticed some of new functionality of 2.6 is not documented.

I'll create several tickets to address problems discovered.

Current one is about Kernel#system:

• exception: false argument and explanations added
• links to "see other_method" fixed to be linkable
• command variants fixed to be dl instead of preformatted text
