Hello,

The following test is causing a failure on Windows CI environment (MinGW) both x86 and x64:

TestEncodingConverter#test_default_external [C:/Users/Worker/Jenkins/workspace/ruby-trunk-x86-build/test/ruby/test_econv.rb:928]:
Expected #<Encoding::ConverterNotFoundError: code converter not found (ISO-8859-1 to UTF-8)> to be nil.

I tried to find the revision that introduced this issue without success :(
