Encoding.filesystem_encoding が追加されましたが、名前が冗長なので反対します。
Encoding.filesystem でいいのではないでしょうか。

また、Encoding.locale がいまだ存在しないことを考えると、Encoding.find('filesystem') でいいんじゃないかという気もします。
