closedtar.bz2 edition of Ruby 3.0.0 is missing on cache.ruby-lang.org
Description
I noticed that there is no ".tar.bz2" version of ruby 3.0.0 available on https://cache.ruby-lang.org/pub/ruby/3.0/
Previously a ".tar.bz2" version has been available:

https://cache.ruby-lang.org/pub/ruby/2.7/ruby-2.7.2.tar.bz2
https://cache.ruby-lang.org/pub/ruby/2.7/ruby-2.7.1.tar.bz2
https://cache.ruby-lang.org/pub/ruby/2.6/ruby-2.6.6.tar.bz2
It also wasn't mentioned on the ruby 3.0.0 release notes.

I am using an older version of ruby-install on redhat which relies on the tar.bz2 version.
I am not the only one having this issue: https://github.com/postmodern/ruby-install/issues/389
Does anyone know more about this? Has this been an active decision for any reason?
