手元で再現させていませんが IS_STACK_DIR_UPPER() は(プラットフォームによっては) STACK_GROW_DIR_DETECTION による変数宣言が必要なので r40476 の必要性は自明と思います。

merge revision(s) 40476: [Backport #8332]

* thread_pthread.c (ruby_init_stack): Add STACK_GROW_DIR_DETECTION.
  This fixes a compilation failure while cross-compiling for ARM.
