Backport #7115: [[Ruby 1.9:]] fix rbconfig for --enable-load-relative

I have prepared a patch that:

• fixes detection of lib64
• replaces all occurrences of /prefix/ with "$(prefix)"

So ruby after allocation is still functional, including relative paths for compilation gem native extensions.
