When run make RUBYOPT=-w TESTS='-v rubygems/test_gem_gemcutter_utilities.rb' test-all, it fails as following:

1) Error:
test_sign_in(TestGemGemcutterUtilities):
NameError: uninitialized constant Gem::Command
/home/naruse/ruby/test/rubygems/test_gem_gemcutter_utilities.rb:19:in `setup'

2) Error:
test_sign_in_skips_with_existing_credentials(TestGemGemcutterUtilities):
NameError: uninitialized constant Gem::Command
/home/naruse/ruby/test/rubygems/test_gem_gemcutter_utilities.rb:19:in `setup'

3) Error:
test_sign_in_with_bad_credentials(TestGemGemcutterUtilities):
NameError: uninitialized constant Gem::Command

4) Error:
test_sign_in_with_host(TestGemGemcutterUtilities):

test_sign_in_with_other_credentials_doesnt_overwrite_other_keys(TestGemGemcutterUtilities):
