date2 library has two methods marked private unnecessarily

Description

=begin
During the import of date2 3.9.4 into svn, :to_date and :to_datetime got marked as private. The date2 upstream never did this change and they are still public even in the latest version. Is there a reason they are private in svn?

They were experimental functions for 1.9.
However now 1.9 has been formally released.
I think the manager may backport it.
