Description
URI.decode および URI.encode の実行例で $KCODE を使ってしまっています。 variable $-K のページが残っています。 String のcapitalize，upcase，downcase，swapcase，inspect，split メソッドのページに $KCODE に関する記述が残っています。 class Regexp のページおよび Regexp の compile，escape メソッドのページにも$KCODE に 関する記述が残っています。
